Bernard Lapasset President of the IRB
On October 19, the President of the French Rugby Union has been elected Chairman of the International Rugby Board.

His mandat will begin on January 1 and will last for four years at least. He succeeds to the Dr Syd Millar. The Council of the IRB has elected also the former English international, Bill Beaumont as Vice president and the Executive Committee which will be composed as followed : Bernard Lapasset (President of the IRB), Bill Beaumont (Vice President), Mike Miller (CEO), Oregan Hoskins (South Africa), David Pickering (Wales), Bill Nolan (Scotland), Peter Boyle (Ireland), Graham Mourie (New Zealand), Carlos Tozzi (Argentina), Paul McLean (Australia).

PARIS, 19 October - Bernard Lapasset has been elected the International Rugby Board's (IRB) new chairman.

The French Rugby Federation (FFR) president succeeds Dr Syd Millar, who did not seek re-election at the interim meeting of council held in Paris on Friday.

The council re-elected former England captain Bill Beaumont for a second term as IRB vice chairman, while a new executive committee was also elected.

Lapasset was a key figure behind the France 2007 bid and in his capacity of chairman of the organising committee has played an instrumental part in the delivery of the most successful world cup in history. He will serve a minimum four-year term, with his chairmanship starting on 1 January.

"I am honoured to be following such a figurehead who has played, coached and administered the game at the highest level," said Lapasset. "I would like to thank Dr Syd Millar for his extremely important contribution for the development of the game. He has managed to adapt the IRB strategic plan to the realities of today's game and he has modernised the organisation's governance and management structures."

"The game has never been in such good health. The global success of Rugby World Cup 2007 has put rugby very much in the forefront of people's minds and it is important that we continue to capitalise on that success," said Lapasset.

Dr Millar will be remembered as one of the game's great administrators. He represented Ireland as a player, coach and manager, and was elected president of the Irish Rugby Football Union in 1995 after 10 years of service.

He served on the Six Nations committee and was also chairman of the British & Irish Lions from 1999-2002.

Dr Millar joined the IRB council as an Irish delegate in 1994 and served in that position until taking over the role of interim chairman after the death of Vernon Pugh QC in 2002.

Elected chairman in November 2003, Dr Millar presided over the modernisation of the IRB, including a new governance structure and the implementation of the existing strategic plan.

"I leave the position of IRB chairman with nothing but wonderful memories. I have thoroughly enjoyed the role and my time at the IRB, have made many friends and am confident that the global game is in excellent hands," said Dr Millar.

The IRB executive committee was also elected and comprises: Bernard Lapasset (IRB chairman), Bill Beaumont (IRB vice chairman), Mike Miller (IRB chief executive officer), Oregan Hoskins (South Africa), David Pickering (Wales), Bill Nolan (Scotland), Peter Boyle (Ireland), Graham Mourie (New Zealand), Paul McLean (Australia) and Carlos Tozzi (Argentina).

Notes: Bernard Lapasset biography

Born: 20 October, 1947 in Paris. Following a successful playing career with the Paris Université Club and Agen (with whom he won the French junior championship in 1967), he turned his attention to administration and has become one of the leading figures in the game.

After joining the FFR in 1991 as general secretary, Lapasset was elected president later that year (a position he has served ever since). Elected chairman of the IRB in 1995/96 he presided over the game becoming open. Returning to council in 1996 representing France, Lapasset played a major role with the high performance committee over the past decade.

A major force behind the France tender for Rugby World Cup 2007, Bernard was nominated as president of the organising committee in 2004. He is also vice-president of the CNOSF (French National Olympic and Sports Committee) and co-president of New Zealand France Friendship Fund since 1993. He is Officier de la Légion d’Honneur and Honorary Officer of the New Zealand Order of Merit. Lapasset is married with three children.

qualche domanda:
- la prima cosa che dovra' fare e' piazzare l'argentina nel tri nations o nel sei nazioni,oppure e' una cosa gia' decisa?
(direi che ' d'obbligo,ormai le suonano davvero a tutti)
- e poi se carlos tozzi era gia' all'interno del consiglio con millar o e' entrato ora?
- italiani mai all'interno della casa del potere?
- considerando che ogni tanto viene fuori che l'irlanda e' un po' favorita per via della sede a dublino dell'irb e che il presidente e' un irlandese,questa nuova presidenza spostera' un po' l'asse del potere?

penso che il fatto che l'argentina vada nel six o tri nations non venga decisa dall'irb, in quanto entrambi i tornei sono organizzati da comitati interni alle squadre partecipanti e solo ratificati dall'IRB.

no non credo si sposterà l'asse e non credo ci saranno favoritismi, o almeno spero... :d
