SYDNEY - A range of rugby law changes will be adopted for next year's Super 14 competition, governing body Sanzar announced here today.

At the request of the International Rugby Board (IRB), Sanzar agreed to adopt the changes in order to simplify the game, keep the ball in play longer and create "a more free-flowing, faster and exciting style of play".

Changes include:
* requiring each backline to be 5m from the hindmost foot at the scrum;
*not allowing a ball that has been passed inside the 22m line to be kicked out on the full;
*modification of the tackled ball rules and the implementation of free kicks rather than penalties for most non-serious offences.

The Super 14 will be the highest level competition to adopt the experimental law variations, developed at Stellenbosch University in South Africa and trialled in several domestic competitions last season.

E' stata scelta (in maniera ragionevole a mio parere) una transizione "soft"
alle nuove regole evitando quelle che più avrebbero cambiato il gioco (crollo della maul, gioco con le mani nel breakdown, ecc).
L'unica delle regole che cambierà un po' il modo di giocare sarà quella dei 22m.
Nel breakdown non vedo cosa ci sia di nuovo

Experimental Law Variations to be applied in the Super 14:

Posts and flags around the field
1. Posts and flags around the field (ARC variation)
a. Corner posts will be positioned at the outside junction of the goal line and the touch line.
i. If a player is in possession of the ball and touches a corner post he will not be in touch unless he touches the touchline or the ground beyond the touchline.
ii. If the ball is not being carried by a player and it touches the corner post the ball will be deemed to be touch in goal.

Inside the 22 metre line
2. When a defending player receives the ball outside the 22 metre line and passes, puts or takes the ball back inside the 22, the following can occur.
a. If the ball is then kicked directly into touch, the line-out is in line with where the ball was kicked.
b. If a tackle, ruck or maul is subsequently formed and the ball is then kicked directly into touch, the line-out is where the ball crossed the touch line.

Line-out
3. On a quick throw in, the ball can be thrown straight or backwards towards the defenders' goal line, but not forward towards the opposition goal line.

Breakdown (tackle/post tackle)
4. Players entering the breakdown area must do so through the gate.
5. Immediately the tackle occurs there are offside lines.
6. The half-back (scrum-half) should not be touched unless he has his hands on the ball.

Scrum
7. The offside line for players who are not in the scrum and who are not the team's scrum-half, is five metres behind the hindmost foot of the scrum.

Sanctions
8. For all offences other than offside, not entering through the gate, and Law 10 - Foul Play, the sanction is a free-kick.



These are the ones NOT being implemented:

1. Line-out numbers

a. Having no restrictions on the numbers in the line-out other than the minimum of two for each team.

b. Requiring the receiver to stand two metres from the line-out.

2. Hands at the tackle

Allowing players on their feet to play the ball with their hands after a tackle.

3. Unplayable free kick

Having a free kick instead of a scrum when the ball becomes unplayable at a breakdown.

If this happens at a kick when the catcher is tackled immediately, the free kick will go to the catcher's team.

4. Tapping free kicks

Making all free kicks, including the mark, tap kicks.

5. Tackling the maul

Allowing defenders to pull down the maul and doing away with the "truck and trailer" offence.

6. Skew option a free kick

Giving the non-offending team the option of a line-out or a free kick at a skew throw into a line-out.

7. Flag Judges

Adding to the touch judge's role by requiring him to hold out a horizontal flag to suggest to the referee that there was off-side at a tackle.

The touch judge would then be renamed a flag judge.

8. Cornerposts in in-goal

Moving the cornerposts at the jujnction of the goal-line with the touch-line and the dead-ball line with the touch-in-goal line back twpo metres.

These eight points are NOT included in the ELVs which will apply in the Super 14.

La SANZAR ha comunque confermato che le ELV saranno adottate nel S14 per un solo anno e meno che tutti i campionati del mondo inizieranno ad utilizzarle.

mmmmhhh devo ammetere che sto cominciando a gasarmi un pochettino.....non vedo l'ora che arrivi febbraio...anzi la mia mamma (che arriva tra una settimana) vuole andare al Blues training camp e vedere se sti omaccioni degli ABs sono veramente cosi' grossi!!!!!

All Black Nick Evans is expecting more time to make decisions with ball in hand, but also to do a lot more running under rugby's experimental rule changes.

Evans reported for duty at his new Super 14 franchise yesterday, the first of the Blues' World Cup contingent to do so.

The three Sanzar unions have announced the adoption of eight experimental law variations (ELVs) for next year's Super 14 with the aim of keeping the ball in play longer and producing a more free-flowing spectacle.

Among the changes is shifting the offside line at scrum time to 5m behind the hindmost foot of the scrum.

The move will give Evans and other first five-eighths some added respite from marauding opposition loose forwards.

"You're going to have more room for a start," Evans said. "It's going to be harder for teams to rush you. There's going to be more ways to manipulate defences."

Evans expected plenty of analysis of the ELVs by coaching staffs in the coming week as they look to adjust their attacking and defensive systems.

"The games are going to be a lot more open, which is going to be good for viewers, but tough for us, because we're going to have to do a lot more running around," he said. "From now till early January, there's going to be a lot of brainstorming in the franchises."

The ELVs are likely to be used in the Tri-Nations, but not in the preceeding tests, including the All Blacks' home matches against Ireland and England.

From Evans' perspective, the situation was less than ideal for the players.

"It's going to be a bit more mental for us, isn't it? We're going to have to brush up on two sets of laws. It's a bit annoying to be honest, but they make the laws, we don't."

The Blues' World Cup All Blacks are not due back at training until next month. But Evans, who spent the past four seasons with the Highlanders, said he wanted to give himself plenty of time to get acquainted with his new teammates.

Also, having settled back into his home region of Auckland and with time on his hands, he "got bored" and wanted "to keep the rust at bay".

Evans, 27, was one of the best performers in the All Blacks' World Cup campaign, which ended abruptly with the quarter-final defeat to hosts France.

"I think we did everything that we possibly could have done," he said.

He gave his backing to the incumbent test coaching panel led by Graham Henry, who faces three challengers in Robbie Deans, Colin Cooper and Ian Foster.

Evans described the All Black set-up of the past three years as the best rugby environment he had been in during his career.

* Meanwhile former All Black second-five Aaron Mauger said from Leicester, where he awaits his debut match, that he favoured Deans. "Graham is fine but Robbie is in his prime and he'd be my pick. Maybe it would be good to get a fresh start."

Stai ovviamente scherzando...dimmi che non sei serio...Ma veramente tu pensi che i problemi per gli All Blacks ai mondiali sono arrivati dalle terze linee?Più precisamente da McCaw?

Venerdi' 25 Gennaio alle ore 14 la squadra dei Blues S14 ha giocato il primo preseason trial contro una selezione di giocatori giovani e promettenti provenienti dall'Auckland District. Per la prima volta, giocatori neo zelandesi di primissimo livello hanno giocato una partita ufficiale con le nuove regole ELVs. L'internazionale Steven Walsh ha arbitrato l'incontro giocato sotto il sole estivo presso il campo dell'Universita' UNITEC dove i Blues hanno la base operativa. It was rugby, but not as we knew it. It was a blend of bullrush, sevens and touch, a frantic whirr of mistakes and action under a broiling Auckland afternoon sun.

Welcome to the third edition of the Super 14, the makeover version of rugby with the experimental laws which are supposed to make the sport an even better spectacle.

One thing you could say about yesterday's trial was the Blues looked supremely fit - as they will need to be if they continue with the sort of madcap adventure on show. Scrums and lineouts were rare events; this was a study in time and motion.

The Blues have been practising with eight experimental law variations which Sanzar partners New Zealand, Australia and South Africa agreed to trial in this year's series. The greatest changes see the backlines both standing 5m behind the scrums and the awarding of free kicks for an array of offences.

An hour before the Blues trial yesterday, referee Steve Walsh advised the teams of two more changes he had been told to apply.

If a ball became unplayable at a breakdown, the defending side would earn a freekick. He would also whistle a freekick if a maul stopped moving.

That had Blues coach David Nucifora scratching his head about an opening spell he described as "mayhem", and sideline observers thinking looseforwards like Daniel Braid and Richie McCaw would be dangerously destructive on defence.

It all looked a little crazy, way too skittery, with a lack of structure. It brought back memories of the early days of Super 12 when the ball was zinging all around the park, and tight forwards suffered neck strain trying to follow the pingpong razzle-dazzle.

Players spoke about the increased speed in the game while Walsh admitted his instincts were still not attuned to the experimental legislation.

With the backlines forced to stand deeper at scrums, there is far more pressure on the defence to protect their inside channels and also guard the width of the park. A powerful scrum will help and it will be fascinating to watch the strategies of different sides and whether they choose freekicks or scrums as attacking ploys.

Removing the need to have equal numbers in the lineout, and eliminating any advantage from passing the ball back inside the 22 and then kicking it out on the full, are among the better ELVs.

But the breakdown, the most contentious area in the game, remains as unresolved as ever. Its baffling complexities remain while the other froth which appears to have been delivered by the new laws will no doubt provide the overriding discussion points about this season's Super 14.

The game was always fast enough, a rugged query of players' power, skills, decision-making and fitness.

No doubt things will settle halfway through the Super 14 before everyone will be asked to adjust to the old laws for the three domestic tests against Ireland and England in June.
